National Treasury CS, John Mbadi, has told the National Assembly's Budget & Appropriations Committee that at the moment, only that 2031 US$1.5 billion 9.75% Note presents a scenario of looming default risk for Kenya.
The Note, which was floated in February 2024 as part of the liability management for the US$2.0 billion bullet maturity, has a weighted average life of 6 years, armotization kicks in starting 2029.

The Kenya Revenue Authority (Amendment) Bill of 2026 is out!
Unlike what we saw with the Central Bank of Kenya (Amendment) Bill of 2026 (see quoted tweet), this one is principally a clean up exercise.
We can see deletion of reference to the Standards Levy Order, 1990 & the Sugar Act (repealed). In their place, we will now have the Standards (Standards Levy)
Order of 2025 (Legal Notice 136/2025) & the Sugar Act, 2024.
The word “ex-officio” with regard to the Board of the Revenue Authority is also being deleted.
Safaricom Plc's submission before the National Assembly's Finance & Planning Committee makes some pretty interesting disclosures:
· The Telco says that due to the volume of transactions (MPesa alone processes ~ 128.8 million transactions per day and ~ 1,1490 transactions per second) KRA's system is not abled to have it file VAT returns
· The Telco says that effective May 1st, 2026 it has been unable to issue valid eTIMS receipts. It is citing integration challenges as the reason for this
Musings:
· Kenya's largest & most profitable entity is unable to integrate with the Revenue Authority's e-invoicing system. It is also unable to file its own VAT returns & has left it to the Revenue Authority to do it from a back office approach. This is very serious!
· Safaricom's submission was, in many words, asking that Sec23A of the Tax Procedures Act recognises MPesa (& mobile money receipts by extension) as valid eTIMS invoices & therefore eligible for income deductible purposes. Plausible?
· Safaricom is also asking why, unlike financial institutions, it does not enjoy the exemption from the requirement of an electronic tax invoice for fees charged despite the fact that it offers similar services
· Safaricom is also raising a fundamental question around the applicability of Sec15 of the Income Tax in as far as allowable deductions go. In the case of promotional prizes paid to individuals, how does a corporate claim the expense yet the individual does not raise an eTIMS invoice? Isn't a promotional prize an expense incurred "wholly and exclusively" in the corporate's line of business?
· Is there a case for the remit of e-invoicing to be limited to transactional taxes & not corporate income taxes?

The signing into law of the National Disaster Risk Management Bill, 2023, by the President, H.E. @WilliamsRuto, marks a major milestone in strengthening our capacity to prevent, prepare for, and respond to disasters.
The new law establishes a comprehensive legal and institutional framework for disaster risk management across the national and county governments.
The key provisions of the Act include establishment of the National Disaster Risk Management Authority and mandatory disaster preparedness plans for all public institutions such as schools, colleges and hospitals.
It also calls for the establishment of county disaster risk management committees for rapid local response, a real-time national disaster information system, and dignified assistance and relief for disaster victims and families.
We congratulate the National Assembly Majority Leader, Hon. @KIMANIICHUNGWAH, for sponsoring this important Bill and both Houses of Parliament for considering and approving it.
The Government remains committed to ensuring that lessons learned from recent tragedies translate into stronger prevention measures and more effective emergency response systems.
