On top of that, kanto farfetch is a regional spawn and high inaccessible except for in Japan, so likely this was an accessibility issue ban.

Teams will be water-heavy so they spot-banned most of the possible electrics and all of the grasses (full ban list of electric is dedenne, chinchou, Lanturn, and rotom wash). IMO this is to balance the format and make it more neutral, less polarizing.
