First the quota was cut to 10% and now again the axe is falling on poor families living in backward, hilly areas. Chenab Valley is predominantly mountainous, yet its people were excluded from the Pahari category and now even their RBA rights are being snatched. This injustice will not be tolerated. According to Census 2011, SCs make up 7.38%, STs 11.91%, and a massive 81.71% of J&K’s population falls in the open-merit/general pool. Yet the Government wants to cap open-merit at just 40%. This is not rationalization — this is demographic distortion. After ONE FULL YEAR, the CSC has produced nothing but a cosmetic 5% cut each from RBA and EWS while completely shielding ST-I, ST-II, SC and OBC quotas. This will hit Kashmiris the hardest because RBA representation was overwhelmingly Kashmir-based.
Our party president Sajad Lone sb has raised this issue relentlessly inside and outside the Assembly, warning that the youth of J&K will not be sacrificed at the altar of vote-bank politics. And we stand by that commitment. We will not allow our students to be betrayed.
The CSC must release its data, methodology and district-wise justification immediately. In the coming days, our future plan of action will be made public — and if needed, mass protests across J&K will follow.

99.3% SC certificates issued are from Jammu division.
87.27% ST certificates issued are from Jammu division.
88.58% EWS certificates issued are from Jammu division.

We are not against Rationalisation.
But it should be across all the categories .not at the cost of RBA only .And Moreever RBA was rationalised by slashing from 20 to 10 percent back in the year 2020 by Hon'ble Lg GCMurmu led govt.

By slashing the RBA quota by another 5%, Kashmiri politicians have committed one of the greatest disservices to their own people. It had already been cut from 20% to 10%, and now another painful reduction to 5%.

There are established methodologies to assess representation, population share, and quota needs.
There are debates expert panels nd consultations for such decisions.
None were used.
2–3 people can't decide the fate of lakhs without data, logic, or process.

Across every major amendment to the reservation policy, past and present, the RBA category has been the only one subjected to cuts, while other categories remain virtually untouched. This unilateral reduction has steadily eroded the representation of the Kashmiri-speaking population in institutions and government jobs. In the last amendment, the 10% slashed from RBA was diverted to ST and other categories, not restored to Open Merit. Such political appeasement should not come at the cost of degrading one community alone.
Rationalisation must happen it is necessary. But it must be fair. Every category, whether SC/ST/EWS/RBA, should contribute proportionately based on population and transparent data without bias toward any region or ethnicity.

If the govt pushes reservation changes without facts or fairness, it clearly signals an attempt to sideline Kashmiris. People have every democratic right to oppose such a move. The message is simple - unjust decisions will be met with firm, lawful resistance.
