I have seen Dawisu pushing the narrative of a so-called ‘House version’ versus a Gazetted version of the bill.
Ordinarily, I would not have dignified him with a response. I expect him to know better, at least from experience, having spent time around the corridors of power (including his stint during the infamous dollar-stuffing saga).
But for educational purposes, this needs to be clarified.
Nigeria operates a bicameral legislature. Any bill passed in one chamber must be transmitted to the other chamber. The second chamber may approve the bill, reject it, or propose amendments.
Where the two chambers disagree, either on substance or amendments, a harmonisation committee, made up of members from both chambers, is constituted. Its sole responsibility is to reconcile all differences and produce one unified version of the bill.
On May 24, 2025, the Joint Committee on Finance of the Senate and the House of Representatives, led by Sen. Sani Musa and Hon. James Faleke, successfully harmonised the bills after a thorough review.
That harmonised version is what was adopted by both chambers.
