RESOLUTION
Whereas, there is an inherent need for the will of the membership to be reflected accurately in the application of the Bylaws of The Society;
Whereas, it is the duty of the membership to ensure that the true meaning of the Bylaws is properly understood and that the rules are properly applied consistently throughout The Society;
Whereas, the ultimate authority to determine the proper meaning and interpretation of the Bylaws is vested solely in the membership of The Society, as assembled in a membership meeting;
Whereas, the meaning and application of the Bylaws of The Society cannot be changed without the consent of the membership;
Whereas, the holding of a Special Meeting is the appropriate course of action to allow the membership to determine the true meaning and intent of its own Bylaws and to express its will through orderly debate and a free and fair vote inside a meeting; and
Whereas, the Bylaws of DAR specifically authorize the chapters to compel a Special Meeting; now, therefore, be it
Resolved, That, in accordance with Article VIII, Section 7 of the Bylaws, a Special Meeting of the National Society is hereby requested in writing to be held on October 11, 2026, at Constitution Hall 1776 D Street NW, Washington D.C., at P.M Eastern, for the purpose of considering and adopting the following Resolution:
Whereas, Robert’s Rules of Order, the adopted parliamentary authority of DAR, prescribes that the interpretation of a bylaw provision “should be in accordance with the intention of the society at the time the bylaw was adopted;”
Whereas, Robert’s Rules of Order provides that, in the case of interpreting a bylaw provision, “a majority vote is all that is required to decide the question;”
Whereas, Robert’s Rules of Order provides that “When the meaning is clear, however, the society, even by a unanimous vote, cannot change that meaning except by amending its bylaws;”
Whereas, the eligibility requirement that a member of DAR must be a woman was established in the Constitution and Bylaws of DAR, adopted in 1890;
Whereas, DAR was incorporated by the Fifty-fourth Congress of the United States of America on February 20, 1896; and
Whereas, Robert’s Rules of Order provides that “… the society’s assembly can give the board instructions which it must carry out …” and “… no action of the board can alter or conflict with any decision made by the assembly of the society… ;” now, therefore, be it
Resolved, That in Article III, Section 1 of the Bylaws, the term “woman” shall be understood to clearly mean a woman who was born female, and therefore, individuals who were born male shall not be eligible for membership; transgender women shall not be eligible for membership; and men who have their birth certificates changed from male to female shall not be eligible for membership;
Resolved, That the National Board of Management, the Executive Committee, the Officers, and all other individuals and bodies acting on behalf of DAR shall immediately adhere to this understanding of the Bylaws in regard to the meaning of the word “woman” and in regard to the application of the Bylaws;
Resolved, That the National Board of Management, the Executive Committee, the Officers, and all other individuals and bodies acting on behalf of DAR shall be prohibited from applying any different meaning to the word “woman” in regard to applying the rules set forth in the Bylaws; and
Resolved, That anywhere the term “woman” appears in the rules of DAR it shall be understood to have the same clear meaning as set forth in the first resolved clause of this resolution, and the application of any rule shall be in accordance with this understanding of the meaning of the word “woman.”

We respectfully remind you of the President General’s duty under the bylaws to call a Special Meeting, citing Article VIII, Section 7, which states, “A special meeting also shall be called by the President General upon the written request of thirty or more chapters in at least ten states. Not less than thirty days’ notice of a special meeting shall be given and only that business specified in the call may be transacted.” We look forward to the official call of the Special Meeting.

It has been 67 days since the bylaw requirement of
30 Chapters in 10 states calling for a special meeting of the @TodaysDAR National Society of the Daughters of the American Revolution been satisfied.
It has been 35 days since the following was sent to the President General with no response:
1. Have enough requests been received by the office of the President General to require the President General to
call the Special Meeting, in accordance with the Bylaws (30 chapters from at least 10 states)?
2. How many requests have been received at this point?
3. When does the office of the President General intend to announce to the membership that the Special Meeting is called in accordance with the submitted requests of the chapters? Prudence dictates that the membership should be informed of the Special Meeting as soon as practicable. The rule requiring 30 days’ notice of the Special Meeting is designed to prevent a Special Meeting from taking place with less than 30 days’ notice. It is not designed to keep the membership in the dark about the upcoming business of the society. Furthermore, it is clear from the Bylaws that a Special Meeting “shall be called by the President General upon the written request of thirty or more chapters in at least ten states.” The Bylaws specify when the President General shall call the Special Meeting: upon the request of thirty chapters. The Bylaws do not allow for a delay in the calling of the Special Meeting.

Chapters are told that if they support Restoration of the DAR to being a women's only organization by acting in according with Article XXI to seek a bylaw amendment and in accordance with Article VIII, Section 7 to call a Special Meeting:
1. They will not receive new member referrals
2. They will get no help with applications or supplementals
3. If a member that supports Restoration volunteers to help at Continental Congress, her name will not actually be turned in. 4. If a member that supports Restoration has aspirations of a state or national office, she can kiss it goodbye.
5. Members that support Restoration are removed from the private social media pages for DAR members.
The reason given for these punishments is that state and national officers just unilaterally decide that if a member supports Restoration of the DAR, she's a political activist and therefore causing disruption in her chapter, pitting the conservatives against the liberals.
So to be clear, if a member has a different viewpoint than the state officer, she's is labeled a political activist.
And if members and chapters exercise their rights and act in accordance with procedure outlined in our bylaws, they will be punished.
And state officers say there is a policy that allows for this. I'd like to see that policy. No policy can take precedence over a bylaw provision.
But please take note that state and national officers have no regard for how the imposition of this policy to recognize men to be women without the vote of the assembly, has caused so much disharmony and division within chapters.
They also have no regard for the division they cause when they tell members they cannot speak about this topic.
Members who SIMPLY SEEK TO MAINTAIN THE STATUS QUO are told to like it or lump it or leave.
Members who SIMPLY SEEK TO MAINTAIN THE STATUS QUO are not the political activists - QUITE THE CONTRARY.
Those would tell you that "a transwoman is not a man. A transwoman lives and identifies as a woman" are the ones engaging in political activism.
Because these state and national officers have a personal viewpoint on the topic, they impose punishment on those that have a fundamental disagreement with them.
Again, state officers say there is a policy that allows for this. I'd like to see that policy. No policy can take precedence over a bylaw provision.

The proposal to amend the National Bylaws, Article III, Membership, Section 2 Admission, and adopted by 44 chapters in 23 states and done so in accordance to Article XXI, was rejected by the National Board of Management at their meeting today, once again preventing the National Society from having a voice on the most basic and fundamental aspect of membership eligibility - what it means to be a Daughter.
The language that the National Board rejected is in bold:
The applicant shall submit all required documents in good faith, prepared in accordance with instructions established and distributed by the National Society, and accompanied by the prescribed fees and dues within one year, unless granted extension by the chapter. The applicant attests that her submitted birth certificate is a true record of her biological, female sex and biological parentage. Signatures of endorsement on applications are optional.
The National Board of Management are acting as gatekeepers.
They have now rejected THREE grassroot attempts by members seeking to preserve the integrity of historic records and most importantly, our name. They are preventing the members from participating in free, fair and open debate and preventing a vote at our annual meeting.
Their response was anticipated which is why last fall, steps were taken to call for a Special Meeting
according to Article VIII – Meetings of the National Society, Section 7 which says “A special meeting also
shall be called by the President General upon the written request of thirty or more chapters in at least
ten states.”
We are well beyond the requirements. To date, forty-one chapters in twenty-one states have adopted a resolution, calling for a Special Meeting, for the purpose of considering and adopting a Resolution that
will define a woman as understood since time immemorial.
While proposals to amend the National Bylaws must be approved by the National Board of Management,
the call for a Special Meeting, requested by at least 30 chapters in at least 10 states cannot be rejected by
the National Board or the President General.

It’s just so SICKENING to me that THIS particular organization would rather be the gate keepers of satanic ideology and hell than protect the legacy and history of our nation’s patriots who fought, bled, and died for our country.
This is ridiculous but not surprising that a corrupt institutions leadership would block and ignore the will of its members who are trying to reform the organization.
