Loophole 2: The CJ can declare govt actions unconstitutional, but if Executive chooses to defy court orders, that's about it. For example, to stop police from using lethal force or to release arrested protestors, Judiciary relies on Executive (the police). So there’s ‘conflict of interest’. Because it's the aggressor enforcing judgment against itself.
