There's well over 300 monsters in total, so each game only gets a portion of that. Rise opted for a different set of Mons to World, so no Kirin.
Kirin also isn't a very popular fight.

@FollyJunipers@erikkain The CDPR of today gave us Phantom Liberty, which was heralded as an amazingly written expansion, packaged along with the final touches to make the vanilla game the powerhouse RPG it always could've been.
Modern CDPR are just as, if not more competent.
