COA ORDERS RETURN OF ₱375M OVP CONFIDENTIAL FUNDS LOOK | The Commission on Audit has disallowed ₱375 million in confidential funds of the Office of Vice President #Sara#Duterte citing serious breaches of spending rules.
The funds, released in three ₱125M cash advances in 2023, are now ordered returned by VP Duterte and accountable officials.
COA flagged key issues in the spending:
• Unauthorized handling of funds – cash advances were transferred to individuals not designated as accountable officers • Unproven “confidential operations” – at least ₱62 million in rewards lacked proof of successful intelligence activities • Questionable procurement – nearly ₱199 million in expenses were supported only by acknowledgment receipts, not valid invoices • Prohibited reimbursements – some expenses were made even before cash advances were granted
