If two passengers are sharing one seat/berth and railway resources meant for one person, shouldn’t there be a partial refund or reduced fare for RAC passengers?

This policy seriously needs reconsideration.

Why does RAC in Indian Railways feel unfair?
Passengers pay almost full ticket fare, yet 2 people are adjusted on 1 berth with shared blanket, pillow & bedsheet facilities.
