Shaykh al-Fawzān was asked:

Q: Some people have emerged among us who refrain from making takfīr of the one who performs sujūd to other than Allāh and the one who sacrifices to other than Allāh, with the argument that it is necessary to ask the person about the reason for doing this..

A: We judge by the outward appearance. Whoever performs sujūd to other than Allāh, we judge him with kufr based on his outward appearance.

As for what is in the hearts, none knows it except Allāh. We have not been tasked to examine the hearts; we judge by the outward appearance.

Whoever does shirk, we judge him as a mushrik, and whoever does kufr, we judge that he is a kāfir. This is a group of the Murjiʾah that has appeared now, they are the ones who say these statements.
