Abilene is a big city of 157,000 folk, it would be uncommon to find a large server farm in a cornfield in nowhereville. Data-centers need infrastructure and cities need data. They make our phones, our banking, our medical and university systems, our electronic commerce like Amazon and Wallmart, and our internet radio and television work. Heck, my granddaughter's high school does not even have a library and has very few text books, everything is online. Data has become as essential as water and lights.
Banning computer centers is like banning sewer system improvements. 8-)
