Cashing in those Treasuries increases the budget deficit.
When the Trust Fund is empty, Congress will either appropriate the money to give full benefits to recipients, or they won't.
I suspect they will, because if one party refuses to support full payment legislation, they will face the wrath of the entire senior citizen population... and their families who would have to help make up the shortfall.
Dems would support full payment legislation because it is what they stand for, and GOP also would because otherwise it would cost them their base.
Of course, this is just one of the major ongoing issues - like the $40 trillion debt - that are going to sink this country financially before too long.

You may think that lots of property tax money is wasted, but the vast majority of it is spent making peoples' lives safer and better.
Just lopping 20 to 30% of revenue off the top isn't going to do much to fix the waste, fraud and abuse, but it's gonna cut a lot of money from where it does a lot of good for a lot of people.
And yes, I do own a home, and I don't have a problem with paying property tax on it.
