Set times of when ballots are allowed so 200k don’t show up at 0330!

@VivekGRamaswamy Love the idea, thought process enthusiasm, but wow I’m just imagining the way ballots could potentially show up even still in bulk in the middle of the night. There would have to STILL be revolutionary checks & balances to prevent this and get the count as accurate as possible.
