We're saying FOLLOW the text of the 14th, which INCLUDES THE QUALIFICATION "and subject to the jurisdiction".
The 3 activist and 2 TDS judge's ruling concluded that that qualification didn't exist.

Casson had little more to add, other than pathetic appeals for clemency, and the name of the captain: John Smith.
