He's the second best Fabian commander in that war (I think Nathaniel Greene edges him out).

@OrthodoxOrigen Actually @OrthodoxOrigen think of him as the Anti-Vespasian (who took over during the "Year of the 4 Emperors"). While Vespasian was an affable man and stabilizing force who created a system that could have persisted, Septimius was a guy who built something only he could run.
@OrthodoxOrigen Short version: takes power during the "Year of the 5 Emperors", rules with iron fist, devalues the currency to pay the army, sets up the conditions for the Crisis of the 3rd Century (which happens after his dynasty is killed off)
