@AlexUsherHESA The big questions in higher ed don't change, but the answers sometimes do. Lots of dead ends, but I would say online learning and performance measurement have been minor revolutions, and AI might be too.
@AlexUsherHESA So maybe create a 2x2 matrix? x-axis is the centrality of a department or unit to the university's mission. y-axis is contribution to the net revenues that allow the mission to be realized. (Apologies if s.o. else has already created this matrix.)
@AlexUsherHESA 5/5 The government of Canada's strategic goal is to prevent the formation of a viable anti-immigration party. This means getting a firm grip on immigration numbers including students and refugee claimants. From this perspective, making HEIs happy is desirable but not essential.

@AlexUsherHESA 3/5 I agree with you that some programs are dubious, e.g. global business. But I would cut the government of Canada some slack in defining programs with labour market demand for PGWP eligibility. This will be rough and ready, but better than the status quo.
@AlexUsherHESA 2/5 But in the short term, there are fires everywhere, especially risk of insolvency. Provincial government needs to put out these fires as best it can, while aiming for the medium term goal. It will be bumpy.
@AlexUsherHESA Alex, I agree that setting a uniform percentage target is a good medium-term goal for a provincial government (x% international enrolments at each university and y% at each college). You don't want to lock in inequities based on history. 1/5
@AlexUsherHESA Great idea. Some explanations well-known (bigger classes, sessionals, higher tuition). But lots to explore…which unis adopted the most effective budget models? Who did the best job managing budget without creating labour animosities? How did Toronto become a top 20 university?
