A new constitution has been adopted in Somalia.

Key points from the constitution approved today:

The president is elected by parliament, not directly by the people.

📍What this means in practice:

Political parties will nominate their presidential candidates in advance. Voters will then elect members of parliament directly, using a one person, one vote system.

The party that wins the largest number of parliamentary seats will have the political mandate to form the government, and its presidential candidate is expected to become president.

If no party secures an absolute majority, negotiations may take place between parties to form alliances or coalitions in order to elect the president and form a government.

▪️The system is designed to move Somalia away from clan-based politics toward a political party system.

▪️The presidential term is five years, with a maximum of two terms.

▪️The president appoints the prime minister.

▪️Parliament has the authority to dismiss the prime minister.

▪️The roles and powers of the president and prime minister have been more clearly defined to reduce political conflicts.

▪️The president, prime minister, speakers of parliament, and the chief justice are prohibited from holding dual citizenship.

▪️Senior officials are required to declare their assets.

▪️The constitution reinforces the separation of powers between the executive, legislative, and judicial branches.

▪️The amendments also clarify the relationship between the federal government and the federal member states.
