Where is FIFA in all of these? If he's an accredited official for the upcoming games, then FIFA should have played an advanced role prior to his arrival and for all of those who will be affected by the travel ban. When you migrate to a different country, your assignment for the first couple of months is read and learn how the basics of such country, taxes, social welfare, transportation, education system, jobs and all.

Not picking a piece of mini mic attached to a fork and questioning why items sold are taxed differently.
