AZ DCS touts removals of children only happen in 12% of reports🤥

BUT...

-80% of reports are found to be unsubstantiated reports (no abuse or neglect found)
-20% have findings of abuse/neglect

WHICH MEANS

AZ DCS actually removes children in 60% of substantiated cases 😳
