@dbeardtdp It’s apparent the House had a bill mostly ready to go and Gov amended his call in such a vague way so really they could pass whatever bill they wanted to. There is nothing against a lawmaker introducing their own bill per se as long as it aligns with the Govs call.
@stevenadamswv I agree, they could have. I'm guessing gov chose to punt -- and they've had issues with delegate sponsored bills before in special session, but that's parliamentary stuff beyond my paygrade too.
