Here is an excellent test for if culture exists in your fantasy setting.

Is necromancy and the raising of the dead evil? Why is it evil? Can you articulate what the cultural response for it?

If you answer because fantasy demands it then you failed the test. Your provided no in world answer for why animating the dead is evil and puts your character on the Do Not Fly list of the gods.

I can articulate why in Lyria necromancy is the way that it is at the cultural level for each of the societies.
