Former Washington Gov. Gary Locke says lawmakers need greater budget discipline, arguing one-time money should not be used to fund permanent government programs.

Locke said temporary funding sources, including federal COVID-era money, should not be relied on to pay for ongoing expenses without a long-term plan.

The governor who served from 1997 to 2005 said borrowing between accounts to launch new programs can create future budget challenges if there is no sustainable funding.

Locke warned that starting programs without long-term funding could undermine public trust if the state cannot continue paying for them.
