A new analysis by the Arms Control Association says U.S. negotiators Steve Witkoff and Jared Kushner were ill-prepared for serious nuclear negotiations with Iran before U.S. and Israel launched strikes on Feb. 28
➤ The report says Witkoff misunderstood key technical issues, including Iran’s Tehran Research Reactor, incorrectly claiming it was being used to secretly stockpile weapons-grade material.
➤ Witkoff also misread Iran’s rejection of U.S. offers of free reactor fuel, treating it as proof Tehran was negotiating in bad faith rather than a long-standing sovereignty issue tied to Iran’s right to enrich uranium.
➤ The report says Witkoff made incorrect claims about Iran’s nuclear history, suggesting ongoing weaponization efforts despite U.S. intelligence and IAEA assessments that Iran halted its organized weapons program in 2003.
➤ Officials familiar with the proposal and media reports cited by the Arms Control Association say Iran’s Feb. 26 offer included a multi-year pause in enrichment, no stockpiling of enriched uranium gas, and expanded IAEA oversight, with enrichment restricted to 20%.
➤ The analysis says Trump likely decided on military strikes before negotiations could meaningfully progress, warning that bombing Iran cannot erase the country’s nuclear knowledge or technical capacity.
