That’s $4,551,881 in two years paid to a Canadian IT firm.
I don't think the Federal Trade Commissions auditors are going to like this.
If nonprofit United States industry dollars are being loaned and in some cases forgiven:
• Why was a Canadian IT firm selected?
• Was there a competitive RFP process?
• How many U.S.-based firms were considered?
• Did you review the contract terms?
• What performance benchmarks exist?
• Who approved the vendor relationship?
• Were conflict-of-interest disclosures made?
• Did your boards review this spending?
• Were members notified before or after loans were made?
• What financial controls were required as a condition of lending?
• Did you require reporting on vendor payments?
• Do you have clawback protections?
We assume you’re comfortable with this structure.
