@elaifresh It was just one sub-chart on the study. That chart was not even the purpose of the study, it was just one of the many tests they did. They really didn't put a lot of thought into it and didn't explain it in detail which is right wingers constantly misunderstand what it means.

Supreme Court needs to have ultimate appeal authority over any case it wants.

There is historical precedent for the proposal of making "junior justices" serve on the court of appeals instead of the Supreme court.
