My dear, these babu dont feel helpless while taking salaries, perks&privileges from taxpayers. They are paid to protect masses’ interest who pay them to afford their high profile life style.
These officers are not “helpless” when they get foreign nationalities or buy properties in Portugal (acc to Kh Asif claim), but they immediately become “helpless” when it comes to guard public interest or do their duty.
They are collaborators with ministers and politicians and they quietly share all sort of benefits from such billions rupees projects.
Majority of these officers are collaborators with powerful political elite not helpless.
