Two weeks ago, CoHNA filed a formal letter of opposition to California’s Senate Bill 509, detailing our concerns with the intent and vague language of the bill. SB509 seeks to rehash the failed attempt of the 2024 Assembly Bill AB3027, by asking the already overburdened Office of Emergency Services in California become trainers on transnational repression (TNR).

As we stated last year, it is inexplicable why the state is prioritizing this federal issue given the complete absence of any TNR in California. On the other hand, we see no desire among lawmakers to tackle the growing problem of anti-Hindu hate in the state – which came second only to antisemitism as recorded by its own CA vs Hate Hotline.

Since Dec 2023 California has seen a slew of Hindu temples vandalized-the most recent one being the largest Hindu temple in the state -the iconic BAPS Chino Hills Mandir on March 8, 2025. It has been 15 months since the first temple vandalism attacks in California, but we have seen no action from our lawmakers to tackle this hate.

In SB509 we once again see an attempt to silence anyone speaking out on anti-Hindu violence which is generally perpetrated under the guise of anti-India activity and graffiti. This tactic has been used to target even temples founded and run by Hindus from the Caribbean. Political actions are being used to give cover to transnational aggression against Hindus in the state. We have been meeting with lawmakers in California to make our voices heard and ask that basic safety and religious freedom of Hindus is not subverted by vague language that gives cover to one group and penalizes others. The bill is currently starting its legislative process in the Senate and we ask all CA Senators to ensure safety and equal treatment for ALL their constituents.
