"We support the idea that these guarantees must be truly reliable. Here we have a very good example, which came from the Ukrainian side itself - as was the case in Istanbul in April 2022.

The Ukrainian side proposed, and our delegation at that time agreed, to work out security guarantees that would involve all permanent members of the UN Security Council - that is, Russia, the People’s Republic of China, the United States, France, and the United Kingdom. In addition, certain other countries were mentioned, including Germany, Turkey, and others that might be interested in joining this group of security guarantors.

I am confident that in the West - first and foremost in the United States - they perfectly understand that discussing the issue of security without Russia in a serious manner is a utopia, a road to nowhere."
