During the Press Conference on the Economic Performance for the First Quarter of 2026, DEPDev Secretary Arsenio M. Balisacan underscored the moderated growth in the period reflected the combined impact of significant domestic and external challenges.
Among these were the lingering effects of the flood control corruption controversy, which weighed on consumer sentiment as well as business and investment confidence; the delays in the passage and subsequent release of the 2026 national budget that slowed down the implementation of critical government programs and infrastructure projects, particularly in public construction; and the escalation of the conflict in the Middle East toward the end of February, which resulted in higher global oil prices and renewed supply chain pressures.
To address these challenges, the government is strengthening transparency, accountability, and efficiency in government processes, including the digitalization of the budget system. The President has also directed agencies to speed up the implementation of major infrastructure projects while ensuring proper monitoring and responsible use of public funds.
In response to the Middle East conflict, the Marcos Administration launched the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), a whole-of-government program that brings together coordinated and targeted measures to cushion the impact of rising fuel prices and global disruptions on vulnerable sectors and affected industries.

The Philippine governmentโs budget for this year is a strategic roadmap for the countryโs economic recovery with the country meeting the United Nations Educational, Scientific and Cultural (UNESCO) benchmark on education for the first time, a top official said on Monday.
According to Department of Economy, Planning, and Development (DepDev) Secretary Arsenio Balisacan, the newly signed 2026 General Appropriations Act (GAA) remains fully capable of delivering economic and social objectives, in line with the Philippine Development Plan 2023-2028.
Balisacan noted that the P1.34-trillion allocation for education enables the Philippines to meet UNESCOโs benchmark of allocating at least 4% of the gross domestic product (GDP), marking the first time in history.
