Which is completely in line with George's other work. The show just doesn't really do that.

@LordMudkip73@yellowjaxs It kinda happening like that (again, excluding Aegon II, according to you) doesn't make it a rule or law. No one mentions a rule like that when Robert's inheritance is breaking off a war. The debates are always about "first born", "male first" and "bastard or not?"
@LordMudkip73@yellowjaxs What do you base the statement on that the king decides? I've never heard of that being the ultimate rule. And if the kingdom agrees to crown Aegon II despite what the king officially said, what's the point?
I think the text clearly says the rule's are not written in stone.
@LordMudkip73@yellowjaxs There is no "actual" rule. That's why they did the great council, right? And the king often can't choose.
But, officially, Aegon II was chosen on Viserys' deathbed. Under "the king chooses" rules, Aegon II (or Aemond even) could now name Jahaera, depending on who is alive.
@LordMudkip73@yellowjaxs Was Rhaenys explicitly named heir though? Rhaenyra was named heir when there were no male options yet (excluding Daemon) and that was later officially rescinded. They could do the same here and undermine their own point, but Rhaenys never had that go ahead from her father, right?
