It was ambition of British to play kingmakers, exert political control over Pune. Mumbai Council started dreaming of Dada as another Mir Jafar who earlier allowed British to take over Bengal. Treaty of Surat made Dada puppet in hands of foreign power.

A note dated 17 March 1775 tells us that on 6 March 1775 it was signed by Gambier on behalf of William Hornby and members of the Mumbai Council, “Sometime after (perhaps the next day of) his arrival, he executed the treaty with the Company."
