I think it depends on context.
If most users are mobile, mobile first makes sense. And if the core workflow is desktop heavy, starting large may be smarter
Designing for mobile first is a repeated Jargon I have never agreed with.
Designing the large screen first becsuse it's complex, then taking it down, stripping it down for mobile is the common sense way. Becsuse all you are designing for is up to down.
