is like assuming that Beckett didn't have any control over the EITC just because he wasn't always at sea, dressed nicely and drank tea.
@Marjone57 I like to think she maintained relationship with the great pirate lords, possibly built her own small fleet but managed it from her own home (although she'd go sail when necessary).
