I went back to La Guaira yesterday and there was a different kind of sadness. Not the shock and panic of the first few days but almost an emptiness. It felt quieter - buildings and piles of rubble, but abandonded, now without anyone scouring through them.

At other sites there were noisy diggers clearing the dusty concrete and remnants of people's lives - books, clothes, broken furniture. Most of the international rescue teams had gone, much of the press had too.

I spoke to one guy who had written 'We are alive' on the outside of his house to let people know he and his mother were ok if he nipped out anywhere. But speaking to him I found out his two daughters had been killed in Catia la Mar. He was far from ok.

Another guy walked out from a collapsed building that was mostly concrete slabs and told me he was picking up the remains of his brother and nephew. The remains were just bones. The earthquake had started a small fire that burned their bodies.

A nun stood looking at a heap of debris. I wondered what she was thinking, trying to make sense of it all. And probably unable to.

Esto no es una sorpresa. Este fenómeno ha sido ampliamente estudiado por Bruce Bueno de Mesquita y Alastair Smith en El manual del dictador.

¿Por qué las dictaduras se roban o desvían la ayuda humanitaria?

Porque su prioridad no es la población, sino mantenerse en el poder.
Porque la ayuda humanitaria se convierte en un recurso para premiar a militares, funcionarios y aliados políticos (a su coalición)
Porque distribuir la ayuda entre toda la población les genera menos beneficio político que concentrarla en su base de apoyo.
Porque las emergencias aumentan la dependencia de la población y permiten ejercer mayor control político sobre quien recibe ayuda.
Porque la ayuda internacional puede liberar recursos del régimen para otros fines, fortaleciendo su permanencia en el poder.
Porque utilizan la distribución de alimentos, medicinas e insumos como un mecanismo de clientelismo y coerción.

Esto no es la primera vez que ocurre. La historia está llena de ejemplos de regímenes autoritarios que manipularon la ayuda internacional durante grandes crisis.

En Corea del Norte, por ejemplo, durante la hambruna de los años noventa, organizaciones humanitarias denunciaron que parte de la ayuda alimentaria fue desviada y distribuida de manera selectiva para favorecer al régimen.

En Zimbabue, Mugabe fue acusado repetidamente de utilizar la distribución de alimentos privilegiando a sus simpatizantes y castigando a comunidades opositoras.

En Etiopía, durante el régimen del Derg en los años ochenta, se documentó que parte de la ayuda internacional fue utilizada para apoyar programas de reasentamiento forzoso y consolidar el control del gobierno sobre la población.

La ayuda humanitaria salva vidas.

Toca a la sociedad civil movilizarse para impedir que el uno de los regímenes más corruptos en la historia de la humanidad, así como nos robe el futuro, nos prive también de los recursos para sacar a nuestros hermanos de debajo de los escombros.
