The Portmore Development Scheme was initiated and executed by:
The Central Housing Authority (CHA), which was merged into the Ministry of Housing;

The Seprod, GraceKennedy, and Alcan plants.
The government wanted:
Affordable housing for the growing urban poor and middle class;
To decongest Kingston, which had severe housing shortages after 1951 hurricane
Purpose and Vision
The vision was to create a “dormitory town” or planned suburban community for the rapidly expanding workforce of Kingston and Spanish Town — especially those employed in:
The industrial zones (Riverton, Hunts Bay, and later Seaview and Ferry);
Key Figures:
Edward Seaga – then Minister of Finance and Planning (and previously Minister of Development and Welfare).
He was the chief architect of the new town concept for Portmore.
Robert Lightbourne – as Minister of Trade and Industry, supported the industrial expansion that demanded nearby worker housing.
Town Planning Department (Government Town Planner: L. A. M. Richards) – provided the urban design layout and infrastructure planning.
