Why two ways to mate in 2?

Two solutions for mate in 2.
First: Rg7, Bg7: then Bc1++ mate.
Second: Bc1, This is also a mate in next move, no matter where black bishop moves.
Is there a flaw?
Since there should be only one strategic way to mate?

Lovely move by White, ie under promotes pawn to Knight, which is a move later force sacrificed or killed by Blacks c pawn on B6.
This opens the way for White pawn on c6 to advance, thereby Bishop discovers Check mate.

The king can go only 3 places so Queen can mate on 2 move.
Pawn can go forward, but even that can't stop mate on 2nd move.
