China is taking a step that directly targets the “shadow fleet” transporting sanctioned oil, Bloomberg reports.

Starting November 1, new rules will take effect at the port of Qingdao—one of the country’s largest oil terminals, which handles nearly one-sixth of China’s oil imports.

Tankers older than 31 years, vessels with invalid certificates, or those that have changed registration data in the International Maritime Organization will be banned.

Each tanker will be evaluated under a point system: the vessel’s age and the presence of environmental damage insurance will be considered. If the rating is low, docking will be prohibited.

These measures are aimed specifically at the “shadow fleet” of Russia, Iran, and other sanctioned states. Old vessels involved in “grey schemes” pose risks both to the environment and to global markets.

This is yet another example of how international pressure and restrictions are gradually shrinking the space for sanctions evasion.
