But even after verifying my number again, Apple still keeps showing a “24 hours verification” wait. I genuinely don’t understand this process — if I already lost access to my iCloud account and device, how am I supposed to provide OTPs from the same account I’m trying to recover?

Really disappointed with Jio service. They push customers for expensive recharges but can’t even provide basic emergency support when a phone gets stolen. Stores exist but no contact number of store manager. CC keeps transferring calls no help. Worst experience ever. @JioCare
