เมื่อวันที่ 4 สิงหาคม 2568 พลตรี วิทัย ลายถมยา โฆษกกองบัญชาการกองทัพไทย ประณามการกระทำของรัฐบาลกัมพูชาและกองทัพกัมพูชา ที่ปล่อยศพทหารของตนเองไว้ในพื้นที่การรบโดยไม่มีการจัดการใด ๆ ซึ่งเป็นการกระทำที่ไร้ซึ่งมนุษยธรรมและละเมิดกฎหมายระหว่างประเทศอย่างร้ายแรง

Royal Thai Armed Forces Condemn Cambodia for Abandoning Fallen Soldiers in Violation of International Humanitarian Law
4 August 2025 – Major General Vithai Laithomya, Spokesperson for the Royal Thai Armed Forces Headquarters, issued a strong condemnation of the Cambodian government and armed forces for abandoning the bodies of their fallen soldiers on the battlefield without any recovery efforts or dignified handling. He described the act as utterly inhumane and a grave violation of international law.
Such conduct dishonors the fallen and causes unforgivable pain to the families of those killed in action. It directly contravenes the Geneva Conventions and the principles of International Humanitarian Law, both of which require all parties to a conflict to treat the remains of deceased combatants with dignity and respect.
In stark contrast, the Royal Thai Armed Forces strictly adhere to international standards and place the utmost importance on the welfare of all military personnel, especially those on the front lines who sacrifice their lives in defense of the nation.
Immediately following the cessation of hostilities, Thai operational units conduct rapid search and recovery missions for the wounded and the dead, in accordance with military medical protocols and comprehensive identification procedures. Deceased personnel are honored with full military funerals, state decorations, and financial support is provided to their families in recognition of their bravery.
Support for the families of the fallen continues well beyond the ceremony, including educational assistance for their children and access to all entitled benefits, to ensure their long-term stability and livelihood. Wounded soldiers receive the highest standard of medical care at Thai military hospitals until they fully recover.
These efforts are not merely the fulfillment of duty, but a profound expression of respect for the valor and sacrifice of every brave soldier who has laid down their life in defense of the nation’s sovereignty.
For us, “The honor of a soldier is the pride and dignity of the nation.”
The Royal Thai Armed Forces therefore call upon the Cambodian government and military to uphold their obligations under international law and to treat their own fallen soldiers with humanity and honor.
No soldier who served their nation should ever be left to rot in disgrace on the battlefield.
This situation draws a clear contrast:
“One side honors its fallen heroes. The other side chooses to abandon them.”
It prompts a sobering question:

4 August 2025 – Major General Vithai Laithomya, Spokesperson for the Royal Thai Armed Forces Headquarters, issued a strong condemnation of the Cambodian government and armed forces for abandoning the bodies of their fallen soldiers on the battlefield without any recovery efforts or dignified handling. He described the act as utterly inhumane and a grave violation of international law.
Such conduct dishonors the fallen and causes unforgivable pain to the families of those killed in action. It directly contravenes the Geneva Conventions and the principles of International Humanitarian Law, both of which require all parties to a conflict to treat the remains of deceased combatants with dignity and respect.
In stark contrast, the Royal Thai Armed Forces strictly adhere to international standards and place the utmost importance on the welfare of all military personnel, especially those on the front lines who sacrifice their lives in defense of the nation.
Immediately following the cessation of hostilities, Thai operational units conduct rapid search and recovery missions for the wounded and the dead, in accordance with military medical protocols and comprehensive identification procedures. Deceased personnel are honored with full military funerals, state decorations, and financial support is provided to their families in recognition of their bravery.
Support for the families of the fallen continues well beyond the ceremony, including educational assistance for their children and access to all entitled benefits, to ensure their long-term stability and livelihood. Wounded soldiers receive the highest standard of medical care at Thai military hospitals until they fully recover.
These efforts are not merely the fulfillment of duty, but a profound expression of respect for the valor and sacrifice of every brave soldier who has laid down their life in defense of the nation’s sovereignty.

เมื่อวันที่ 4 สิงหาคม 2568 พลตรี วิทัย ลายถมยา โฆษกกองบัญชาการกองทัพไทย ประณามการกระทำของรัฐบาลกัมพูชาและกองทัพกัมพูชา ที่ปล่อยศพทหารของตนเองไว้ในพื้นที่การรบโดยไม่มีการจัดการใด ๆ ซึ่งเป็นการกระทำที่ไร้ซึ่งมนุษยธรรมและละเมิดกฎหมายระหว่างประเทศอย่างร้ายแรง

ผมจะบอกให้ว่า! ทำไมโรงพยาบาลไทยไม่สามารถรับผู้ป่วยจากกัมพูชาได้? จากสถานการณ์ความไม่สงบบริเวณชายแดนไทย–กัมพูชา มีเหตุปะทะเกิดขึ้นระหว่างกองกำลังของทั้งสองประเทศ โดยประเทศไทยอยู่ในสถานะป้องกันตัว และไม่ใช่ผู้เริ่มความรุนแรง แต่เป็น ฝ่ายกัมพูชา ที่เริ่มใช้กำลังโจมตี ซึ่งรวมถึงการยิงเข้าใส่พื้นที่พลเรือนของไทย ส่งผลให้โรงพยาบาลหลายแห่งในเขตชายแดนได้รับความเสียหายอย่างรุนแรง
1. โรงพยาบาลในพื้นที่ได้รับความเสียหายจากการโจมตีโดยตรงของกัมพูชา

โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) ได้รับผลกระทบ 144 แห่ง
ปิดให้บริการทั้งหมด 140 แห่ง
เปิดให้บริการบางส่วนเพียง 4 แห่ง
โรงพยาบาลบางแห่งได้รับความเสียหายจากกระสุนและแรงระเบิดโดยตรง มีบุคลากรทางการแพทย์และประชาชนในพื้นที่ต้องอพยพฉุกเฉินเพื่อความปลอดภัย
2. ขาดความพร้อมในการให้บริการทั้งด้านกำลังคนและทรัพยากร
สถานการณ์ดังกล่าวทำให้บุคลากรทางการแพทย์ในพื้นที่ชายแดนจำนวนมากไม่สามารถปฏิบัติงานได้ตามปกติ
บางส่วนต้องอพยพออกนอกพื้นที่ โรงพยาบาลหลายแห่งมีจำนวนเตียงไม่เพียงพอ ระบบน้ำ ไฟฟ้า และการสื่อสารมีปัญหาอย่างต่อเนื่อง ไม่สามารถรองรับผู้ป่วยจากนอกพื้นที่ โดยเฉพาะจากประเทศที่เป็นต้นเหตุของความเสียหาย
3. ความไม่ปลอดภัยในการเคลื่อนย้ายและดูแลผู้ป่วยจากประเทศต้นเหตุของการโจมตีครั้งนี้กัมพูชาผู้ที่ร้องขอความช่วยเหลือ กลับเป็นฝ่ายที่ใช้กำลังทำลายโครงสร้างพื้นฐานของระบบสาธารณสุขไทย ทั้งยังสร้างความเสี่ยงต่อชีวิตของบุคลากรทางการแพทย์และประชาชนไทย การเคลื่อนย้ายผู้ป่วยจากกัมพูชาในสถานการณ์เช่นนี้จึงไม่สามารถกระทำได้โดยปลอดภัยหรือเหมาะสม
สรุปว่า
ประเทศไทยไม่สามารถรับผู้ป่วยจากกัมพูชาได้ในสถานการณ์ปัจจุบัน ด้วยเหตุผลที่สำคัญดังต่อไปนี้
• โรงพยาบาลไทยจำนวนมากได้รับความเสียหายโดยตรงจากการโจมตีของกัมพูชา
• ระบบสาธารณสุขในพื้นที่ชายแดนล่มเกือบทั้งหมด
• บุคลากรทางการแพทย์ไม่สามารถปฏิบัติงานได้ตามปกติ
• ความปลอดภัยของผู้ให้บริการและผู้ป่วยไม่สามารถรับประกันได้

Facts: Why Thai Hospitals Cannot Accept Cambodian Patients
Amid rising tensions along the Thai-Cambodian border, hospitals and healthcare facilities in Thailand’s northeastern provinces have suffered significant damage. The situation escalated after Cambodian forces launched attacks that directly targeted civilian areas, including hospitals and medical units in Thailand. This has led to the collapse of healthcare services in several key border areas.
1. Hospitals in Thailand were directly damaged by Cambodian attacks
According to official reports from the Thai Ministry of Public Health, many hospitals in border provinces have been forced to close due to damage and security concerns. These include:
• 11 hospitals that had to shut down entirely:
• Nam Khun Hospital
• Nam Yuen Hospital
• Na Chaluai Hospital
• Kantharalak Hospital
• Phu Sing Hospital
• Kap Choeng Hospital
• Phanom Dong Rak Hospital
• Prasat Hospital
• Ban Kruat Hospital
• Chaloem Phra Kiat Hospital
• Lahan Sai Hospital
• 9 hospitals are only partially operational, providing emergency services only
• 144 Subdistrict Health Promoting Hospitals (SHPHs) were affected
• 140 were closed completely
• 4 are partially open
Some facilities were hit by gunfire or explosions, forcing the evacuation of both medical staff and local residents.
2. Shortages of medical personnel and essential resources
Due to the violence, many doctors and nurses were forced to evacuate, while some healthcare workers are unable to reach their posts. Bed shortages, damaged infrastructure, unstable electricity, and disrupted communication systems have severely limited Thailand’s capacity to deliver medical care—even to its own citizens in affected areas.
3. It is unsafe and inappropriate to receive patients from the aggressor country
Thailand has long upheld humanitarian principles and has provided medical assistance to neighboring countries in times of need. However, in this case, the country seeking help is also the one responsible for the destruction of Thai healthcare facilities. Accepting patients from Cambodia during this crisis would put Thai healthcare personnel and infrastructure at further risk, and may compromise national security and public safety.
Conclusion
At present, Thailand is unable to accept patients from Cambodia for the following reasons:
• Multiple Thai hospitals have been seriously damaged by direct attacks from Cambodia
• The healthcare system in border areas is overwhelmed and partially collapsed
• There is a shortage of medical staff and critical resources
• Safety for both patients and providers cannot be guaranteed
• Thailand must prioritize the care and protection of its own citizens during this emergency
Once the situation returns to stability and security is restored, Thailand remains committed to humanitarian cooperation with neighboring countries—as it always has in the past.

▪️Situation Summary:
- Throughout last night, provocations from the Cambodian side continued.
- Chong An Ma Area: Reinforcements and the use of reconnaissance drones to surveil Thai soldiers were detected, along with probing fire against Thai defensive lines.
- Pha Mor E-Daeng Area: Mortar fire was used to attack a Thai military base.
- Prasat Ta Muen / Prasat Ta Kwai Area: The Cambodian side has brought in additional reinforcements.
▪️Royal Thai Armed Forces Statement:
- The Cambodian military has violated the ceasefire agreement for a second time, specifically:
1.) July 29, 9:30 PM (21:30):
At Chong An Ma, Cambodian forces fired on Thai soldiers, leading to a small arms engagement that ended at 10:00 PM (22:00).
2.) July 29, 10:00 PM (22:00):
In the Preah Vihear area, near Phu Makheua-Huai Ta Maria, Cambodia initiated continuous fire supported by mortars. Thailand found it necessary to retaliate, with clashes continuing until the morning of July 30, 2025.
3.) July 30, 5:17 AM: Cambodia used grenade launchers to fire into Thai territory in the Pha Mor E-Daeng area.
- Cambodia does not respect its international commitments, is undermining peace, and is affecting the stability and trust between the two countries.
- The Royal Thai Armed Forces condemns these actions and wishes to inform the Cambodian side that:
1.) The Thai side will continue to exercise maximum restraint within the framework of peace and humanitarianism.

At 8:45 PM, a security source reported a clash at Chong An Ma, where Cambodia opened fire, attempting to seize the area. Thailand retaliated.
Colonel Ritcha Suksuwanon, Deputy Spokesperson of the Royal Thai Army, revealed that initial checks confirmed clashes occurred at Phu Makheua and Chong An Ma. Small arms fire and grenades were directed at Thai bases approximately 30 minutes ago.
Reports from the security unit of the 2nd Army Region revealed that in the area of Task Force 1, Suranaree Force, Cambodian soldiers have significantly increased their forces towards Wat Kaeo, Wat Ai, and Ta Maria. The Thai side has instructed all units to be 100% prepared, enter bunkers, and prepare for clashes as Cambodian soldiers attempt to push into the Don Tual Temple area tonight. All units are to be ready for action.
Subsequently, clashes occurred at 8:45 PM at Chong An Ma, where Cambodian soldiers opened fire, intending to retake Chong An Ma. The Thai side retaliated.
Meanwhile, the Royal Thai Army Spokesperson Team reported clashes at Phu Makheua with small arms and grenades directed at the base about 30 minutes ago. Clashes were also reported at Chong Bok.
