I'm not disputing a discretionary promo. I'm disputing a discount that was already correctly applied, then removed by Uber's own restaurant switch, on a replacement item I chose to preserve eligibility. I'm asking Uber to honour the original discount and refund the difference

This is factually incorrect. The same promo had already applied successfully to the same order under the same account minutes earlier. Eligibility didn't change. Only Uber's own system-forced item swap changed.

It took roughly 3 days and multiple agents (Sunidu, yashodha, Keshan, V, Vikum) to get a response. The final answer claimed the promo was "targeted to selected users" and that I was "not eligible."

I contacted Uber support while the order was still in progress. I was told to wait until the order was marked complete and then raise a separate ticket about the promo. I did exactly that.
