In tech/digital/AI world participatory stuff is rife at the moment, and most of it comes across as really impractical
In theoretical terms lots of it wants to start participation near the top of Arnstein's ladder, rather than developing/improving capabilities throughout

And, as the UK should have previously learnt, when people from groups at risk of Home Office action/mistakes fear that healthcare data will be used against them then
a) some of those individuals will avoid/delay healthcare
b) public health gets worse
