Update from France. Where so-called ‘French schoolboys’ who regularly sing songs celebrating the Bataclan massacre (look it up) and sporadically jump on police cars to proclaim that ‘allah’ commands them to murder police (look it up) are currently looting shops and setting buildings on fire. Because as we all know there’s no better way to demonstrate your commitment to learning and self-improvement than engaging in random destruction of property and praising jihadist mass murder.

For all the BBC and co describe this as ‘a protest about books’ etc, the reality is that at its heart it’s a combination of hard left extremism, and imported, deeply hostile intifada-style radicalism. The latter is increasingly central to this type of social unrest across Europe.

Waarom belonen we politici en ambtenaren eigenlijk niet op basis van prestatie?

Bij elke begrotingsronde hetzelfde ritueel: besparen, schrappen en het magische woord ‘efficiëntie’ bovenhalen.
Maar waarom hebben we het zo weinig over de 'prestaties' van onze overheid? Over wat ons belastinggeld daadwerkelijk oplevert?

In mijn column in @trendsbelgie pleit ik deze week voor een sterkere prestatie- en evaluatiecultuur bij de overheid.

👉🏻 Vandaag verdient het scherpste parlementslid evenveel als de bankzitter die af en toe op de stemknop komt duwen. Ook in ambtenarij werken sommige mensen zich uit de naad, terwijl anderen the bare minimum doen.

Het cliché van de luie ambtenaar is onrechtvaardig tegenover de gedreven medewerkers. Toch maken inspanning en resultaat nauwelijks verschil voor het budget van een administratie of het loonstrookje van een minister, parlementslid of ambtenaar.

Zo stimuleer je middelmatigheid.

👉🏻 De overheid is geen bedrijf. Een minister of ambtenaar geen CEO. Maar dat betekent niet dat je ambtenaren of ministers niet op hun prestaties kunt beoordelen.

Binnen de overheid is een performance- en evaluatiecultuur nog al te vaak taboe.

👉🏻 Singapore toont dat prestatiegebonden verloning bij de overheid mogelijk is. Daar bestaan variabele looncomponenten voor ambtenaren en ministers, gekoppeld aan individuele prestaties en sociaaleconomische resultaten. Waarom zouden we zulke systemen niet minstens durven onderzoeken?

👉🏻 We evalueren daarnaast te weinig wat beleid daadwerkelijk oplevert. Daar hoort een evaluatiereflex bij, en die bestaat bij ons onvoldoende. Akkoord, er zijn natuurlijk procedures, maar die zijn vaak pro forma. Bijna 100% van de ambtenaren krijgt steevast een positieve evaluatie.

👉🏻 Maar de evaluatiecultuur knelt ook elders. Een publiek project eindigt vandaag te vaak met de vraag of het is uitgevoerd en het budget is besteed. De interessantere vragen volgen te weinig: werkte het? Voor wie? Wat kostte elk resultaat? Wat doen we de volgende keer anders?

Leveranciers worden bv vaak gekozen op basis van een raamcontract, niet op basis van kwaliteit. En zo zijn er nog vele voorbeelden.

👉🏻 Ik pleit niet voor blinde prestatiecultuur. Criteria moeten transparant, controleerbaar en moeilijk manipuleerbaar zijn. En ze mogen politieke keuzes niet als objectieve wetenschap vermommen. Wat ‘goed beleid’ is, blijft een democratische en dus erg betwistbare keuze.

Uiteindelijk is het nog altijd de kiezer die op verkiezingsdag oordeelt over politici en hun beleid.

👉🏻Bottom line: efficiëntie is meer dan besparen. De vraag is niet alleen wat de overheid met minder middelen kan doen, maar vooral hoe ze met minder méér kan bereiken.

Prestatiecultuur is daar een conditio sine qua non imho.

The mood in Ukraine is grim today. There's frustration and outrage here in Kyiv towards the Trump administration over what Ukraine's government, the troops and society believe is a deliberate attempt on the part of Washington to force Ukraine to capitulate to Russia – by withholding intelligence that allows early warning when Russian missiles are incoming, and cutting off Starlink to the military which needs it to strike and for defence against jet drones. These decisions cut intel sharing and restrict Starlink cost lives; at least 5 people killed in Kyiv, 6 more in Lutsk, dozens others badly injured.

- ontkenning of verdraaiing van voorspelbare gevolgen (geen volk zou zo’n aanslag militair niét beantwoorden)
- dehumanisatie en deïndividualisering: er zijn geen mensen maar enkel een categorie. Een volk. Ook Joodse dirigenten en voetballers zijn daders. Netanyahu is verkozen dus iedereen is schuldig. Joden zijn evil.
- attributiefout: collectieve verantwoordelijkheid geldt enkel voor anderen. Zelf geen verantwoordelijkheid voor outcomes. Het zijn de omstandigheden die 7 oktobet veroorzaakten. Dat Palestijnen Hamas verkozen met absolute meerderheid is irrelevant. Ook al leidde dat tot voorspelbare miserie.

Beste kranten, wat is eigenlijk nog het nut van columns en opiniestukken die elke dag, op licht verschillende wijze, dezelfde riedel voor de lezer herhalen: “Israël/zionisme is kwaadaardig”?

Tegen wie zijn ze eigenlijk gericht? De lezer krijgt toch nooit een antwoord van de andere kant, laat staan een interview met een dissidente wetenschapper. Inzendingen die een ander perspectief bieden, worden stelselmatig geweigerd. Ik heb het zelf vaak geprobeerd, ook deze week nog naar aanleiding van 7 oktober. Allemaal geweigerd.

Tegen wie zijn deze mensen dan nog aan het argumenteren? Wat voor “debat” is dit eindeloze gegalm in de eigen echokamer? Welke boodschap heeft de lezer daar uiteindelijk nog aan?

Zelfs over de oorlog in Oekraïne lees je af en toe dissidente stemmen, die de schuld bij de NAVO leggen, voor onderhandelingen met Poetin pleiten, enzovoort. Meestal ben ik het daar totaal mee oneens. Maar op zijn minst heb je dan nog een tegensprekelijk debat, waarin je ook de argumenten van de andere kant leert kennen.

Over Israël heb je... niets. Er zijn eindeloze interviews met anti-zionisten (liefst Joden) die Israël op alle mogelijke manieren in de banvloek slaan. Maar tegenstemmen als John Spencer, Norman Goda, Joël Kotek, Steven Pinker of Benny Morris komen NOOIT aan het woord. Niet in opiniestukken, niet in interviews, gewoon helemaal niet.

Eerlijk, ik heb dit nog nooit meegemaakt, in geen enkel ander debat. Natuurlijk, er is vaak een overwicht aan standpunten in deze of gene richting. Maar de mate van verstikking en blikvernauwing is hier echt van een andere orde.
