Far-right Israeli politician Zvi Sukkot vandalised a Palestinian memorial in the occupied West Bank whilst Israeli soldiers stood by, and posted a video boasting about it.

Security sources said Sukkot’s entry was coordinated, but destruction of the monument was not approved.

Ada bertanya tentang penjelasan terbaru kononnya audit JAN (Jabatan Audit Negara) yg guna Realisable Asset Value (RAV) dan PwC (marked to market).

Kata mereka dua2 betul, jadi audit PwC itu saja2 dibuat untuk burukkan TH. Sebenarnya TH tak rugi pun.

Berikut beberapa ilmu perakaunan & pelaporan kewangan yg saya belajar sebagai seorang akauntan bertauliah dengan Institute of Chartered Accountants in England & Wales (ICAEW).

1. Standard akan dikemaskini dari semasa ke semasa (FRS etc) tetapi mengikut beberapa hukum kewangan yang tak berubah

2. Hukum kewangan ni macam rukun akaun la, membantu kita menentukan sesuatu yang rumit

3. Satu rukun - substance over form. Maknanya sesuatu transaksi itu mesti dilaporkan mengikut hakikat sebenar, bukan yang diklasifikasikan. Kalau transaksi itu bermakna ia adalah hutang, walaupun dipanggil walaupun dipanggil preference shares, mesti dilaporkan sebagai hutang.

4. Jadi kena tengok sifat transaksi itu - ada bayar recurring coupons yg tidak bergantung kepada prestasi kewangan ke tidak? Ada fixed terms kena redeem ke tidak?

5. Satu lagi rukun yg sangat penting - prudence. Maknanya setiap pelaporan kewangan itu mesti menunjukkan nilai yang paling realistik dengan apa yang akan dibayar bila aset dicairkan. Selalunya nilai itu lebih rendah daripada apa yang kita nak atau kita rasa.

6. Rukun prudence ini penting supaya entiti perniagaan tidak leka dengan nilai yang mereka sendiri letakkan tinggi, sebenarnya ia tidak begitu bernilai di pasaran.

Dalam kes TH, bila ada yang cuba berhujah mengenai RAV lawan marked to market, sangat jelas bahawa RAV ini bertentangan dengan rukun prudence dan rukun substance over form.

Substance over form - kita boleh bergaduh konon untung atas kertas >RM3b dan bukan rugi RM1b sebab kita pakai RAV.

Tetapi bila nak bayar hibah, bila kena guna duit pendeposit (terutamanya pendeposit baru), itu dah jadi rolling duit pendeposit.

Maknanya substance dah bertukar - hibah itu bukan dari keuntungan, ia dari pendeposit sebab rolling.

Prudence - sangatlah jelas kaedah RAV ini inflate aset2 TH yang nilainya jauh lebih rendah dari apa yg boleh diperolehi dari pasaran.

Bukti dah ada - dah 8 tahun aset TH dipindahkan kpd UJSB untuk dipulihkan, tak dapat pulih sampai hutang UJSB kpd TH kena rolling 10 tahun lagi.

Kita mungkin ada pandangan politik masing-masing, tetapi bagi mereka yang dilatih sebagai professional kewangan dan yg bersumpah akan menjadi seorang akauntan bertauliah yg jujur, benda TH ni sudah cukup jelas.

Lebih baik tumpu macam mana nak selesaikan masalah hutang rakyat akibat kena bail out TH.
