Yesterday, @IndianExpress reported an unprecedented rupture inside the Election Commission: TWO of its three members objecting on record, 14 times in 10 months, to decisions taken without their knowledge.

गिरिराज किशोर हिंदी के सम्मानित लेखक रहे हैं और उनकी अनेक रचनाएं पाठकों द्वारा आज भी सराही जाती हैं। उन्होंने IIT कानपुर में जातिगत भेदभाव और दलित छात्रों के अनुभवों को अपने चर्चित उपन्यास “परिशिष्ट” में बेहद मार्मिक ढंग से दर्ज किया है।
सनद रहे गिरिराज किशोर IIT कानपुर में 1975 से 1983 तक कुलसचिव और संस्थान में SC/ST छात्रों के साथ होने वाले अपमान, उपेक्षा और पूर्वाग्रह को उन्होंने करीब से देखा था। उपन्यास में इन्हीं अनुभवों की पृष्ठभूमि में उच्च शिक्षा संस्थानों में ‘जाति’, ‘मेरिट’ और ‘सामाजिक वर्चस्व’ के सवाल उठते हैं।
परिशिष्ट केवल किसी एक छात्र की कहानी नहीं है; यह उस संस्थागत वातावरण की पड़ताल है जहाँ आरक्षण के रास्ते आए दलित छात्रों को बराबरी का अवसर है कहने के बावजूद सामाजिक और मानसिक अपमान का सामना करना पड़ता है। इस अर्थ में, गिरिराज किशोर का यह लेखन आज भी IIT जैसे संस्थानों में जातिगत भेदभाव की बहस को समझने के लिए एक महत्वपूर्ण साहित्यिक दस्तावेज है। आज कई वर्षों बाद “परिशिष्ट” का याद आना अनायास नहीं है।

Corruption is not an issue anymore because everyone understands (and even respects) this basic human urge to hoard, to make more money. We even celebrate the top 15-20 billionaires of the nation as some sort of beacons of our culture and pride.

But what gets missed in this razzle-dazzle is that corruption is not just someone making extra money by bending rules - it also means those bent rules KILL people. In building fires, collapses, fake cancer medicines, adulterated foods, drunk driving, and a hundred other ways.

उस साल 2024 में NEET-UG पेपर लीक के बाद मोदी सरकार ने परीक्षा प्रणाली में सुधार के सुझाव देने के लिए के. राधाकृष्णन की अध्यक्षता में एक हाई पावर्ड टास्क फोर्स का गठन किया था।

इस साल 2026 में NEET-UG पेपर लीक के बाद मोदी सरकार ने परीक्षा सुधार पर ध्यान केंद्रित करने के लिए नंदन नीलेकणी की अध्यक्षता में एक हाई पावर्ड टास्क फोर्स का गठन किया।

आज @MeSanjayy द्वारा @htTweets में प्रकाशित एक नए विश्लेषण से पता चलता है कि नीलेकणी समिति को दिए गए 9 संदर्भ बिंदुओं में से 7 पर राधाकृष्णन समिति पहले ही पूरी तरह काम कर चुकी थी, जबकि शेष 2 पर भी उसने आंशिक रूप से काम किया था।

जैसा कि पहले भी सामने आ चुका है, मोदी सरकार अब तक राधाकृष्णन समिति की 101 सिफारिशों में से 27 को भी लागू नहीं कर पाई है। इतना ही नहीं, 2024 और 2026 के पेपर लीक के बीच पूरे दो वर्षों तक NTA में पूर्णकालिक महानिदेशक तक नियुक्त नहीं किया गया।

राधाकृष्णन समिति की रिपोर्ट को लागू करने के मामले में मोदी सरकार ने न तो राजनीतिक इच्छाशक्ति दिखाई और न ही गंभीरता। नीलेकणी टास्क फोर्स महज़ प्रधानमंत्री की छवि बचाने की एक डैमेज कंट्रोल एक्सरसाइज है। उनकी छवि को अब उनके अपने ही इकोसिस्टम के अंदर भी गंभीर झटका लगा है।
