Utah State's attendance and ticket revenue is an issue I'm sure they're looking into, but in my opinion, it has little to do with anything that is supposedly wrong with Utah State. I think a lot of it is out of their control.
Of all the Mountain West teams, Utah State has the third-lowest population within a 50-mile radius of its city (roughly 670,000). USU also has two major in-state rivals that draw more interest, and while other MW schools have similar issues (namely SDSU, Fresno State, SJSU), there's a much larger population base for those schools to draw on for attendance.
But Utah State still manages to draw in the third-highest percent of adjacent population among MW teams. So, much like in many other ways, the Aggies are punching above their weight class.
And while Logan/Cache Valley is growing, a lot of that is out-of-state, meaning no ties to Utah State. So it's a game of making sure the university connects with people moving in.
All that said, there's no need to be expanding stadium/arena capacity for any of Utah State's sports. Renovations? That's fine, and those can even induce attendance a little bit. But don't waste millions trying to add capacity for a crowd that largely just isn't there.
