Dear General Muhoozi Kainerugaba,
We come to you not as criminals, but as young Ugandans trying to survive through innovation, technology and entrepreneurship.
Across Uganda, many young people have built small businesses around community internet and hotspot services. For some, this is the only source of income they have created for themselves and their families.
Today, we are worried about what the ongoing enforcement against unauthorised Wi-Fi businesses could mean for these young entrepreneurs. Authorities have confirmed that enforcement is targeting public Wi-Fi operators who do not have the required regulatory approvals, while UCC has also called on operators to regularise their businesses.
Our humble request to you, CDF, is simple: please listen to the youth before their businesses and livelihoods disappear.
We are not asking for the law to be ignored.
We are asking for dialogue, guidance, a clear path to licensing, and an opportunity to regularise our businesses.
The hotspot industry has also helped many people access affordable internet, with UCC previously acknowledging the growth of neighbourhood Wi-Fi services and their role in expanding connectivity.
General, we believe that young innovators should be given an opportunity to correct what is wrong, comply with the law and continue contributing to Uganda’s digital economy.
We have families to support.
We have employees.
We have customers.
We have invested our little savings into these businesses.
We have dreams.
We therefore humbly appeal to you:
CDF, please hear the hotspotters.
CDF, please give us an opportunity to be heard.
CDF, please help us find a solution.
We believe Uganda needs more young people creating businesses and opportunities—not young people losing the little livelihoods they have built.

The current crackdown on WiFi hotspot businesses raises more questions than it answers. Why is enforcement selective? Is UCC aware? What happened to the promised policy reforms and licences meant to legalise these businesses? @Bbossa@UCC_ED
@Bbossa I believe when you say innovation in IT world is not one to fight because it would still emerge in a more sophisticated way, to finalise this UCC understands less about how this whole thing works and one can tell just by reading through your article however we appreciate efforts
@Bbossa If that was realised the conversation was never going to be built on whether hotspot owners are causing an unfair competition, goal psts would have shifted to how can we get them to subscribe to packages meant for resale
@Bbossa Reading through all your articles I still firmly believe you misfired on the coperate issue raised of unfair competition, in my view hotspot owners are not viewed as unfair competition in general but rather the ones that purchase their bundles and resale
@Bbossa Genuine competition can only occur between businesses operating at a similar level. Therefore, MTN is not facing competition from individual hotspot owners, but rather from players like Savannah.
@Bbossa@UCC_Official It is clear the licenses Hon Nyombi highlighted can never favour a hotspot operator , rather than calling this illegal admit the policy gap and promise to fill it with a more affordable license. A license of $2500 is way too much for a hotspot owner who only earns 1m please
@Bbossa We are grateful for the response on the recent @UCC_Official stand on wifi hotspot business however the question still remains unanswered , should we expect a move to push for reseller agreements or even affordable licences that suit these small hotspots?
