Hon. Minister Balaam @BalaamBarugahar, as representatives of H.E. the President @KagutaMuseveni, we must ensure that our communication and directives remain aligned with his guidance and the resolutions of the NRM Caucus @NRMCaucus chaired by government Chief Whip @JaneRuth_Aceng.

During our August Caucus at Speke Resort Munyonyo, H.E. the President advised that schools should continue collecting approved contributions to supplement learners' needs until the next financial year, when capitation grants would be enhanced. This was among our Caucus resolutions.

I am therefore concerned about the emergence of directives that appear to differ from this guidance. Are we moving as one united government, or are we working in isolation?

Our education sector @Educ_SportsUg deserves thoughtful, coordinated decisions. The current funding remains insufficient to meet schools' operational needs, and we must strengthen capitation grants rather than risk decisions that could undermine education.

Let us uphold unity, consultation, and responsible leadership. Our children's future must remain our shared priority. 🇺🇬

🔁 ✅ Minister Balaam was questioning a teacher in Bududa about 16 million being paid for meals to feed almost 95 group staff, those non-teaching staff in that Bududa school.

🔁 ✅ He was asking if that isn't too much, and the head teacher told him even at the bare minimum, a person who leaves home early and spends the whole day taking care of our children, a plate is just Sh1,000 in a day. You multiply it, and you get only 16 million in a full 3-month term, yet the minister still says it's too much.

🔁 ✅ I thought about our MPs in parliament with hefty allowances, each with a car over Sh300 million, and billions budgeted for tea and mandazis just for refreshments, who don't go to the constituency, some of them, until elections are near.

🔁 ✅ Now compare that to these group employees who are with our children the entire day in school; we trust them with the safety of our kids and the learning environment, they are like guardians taking care of our kids while we are at work.

🔁 ✅ You can see it in any school (they open, they clean, they watch the gate, they stay till the last child leaves), and they eat a meal less than Sh2,000 a day, and we want to call that extravagance. No, I thank that headmaster for standing firm that it is even below average.

🔁 ✅ That minister should be lobbying to increase that feeding money and, where possible, cut it from the unnecessary allowances for MPs, instead of humiliating a hard-working headmaster.

And just like that, a decree has been given, parents will not pay until the president intervenes, and in the meantime, it'll cripple services.

Here, the head teacher feeds each staff member on UGX1,900 per day.

He uses UGX33 million to pay 18 staff members for 4 months. That's about UGX450,000 per month.

And he is here being embarrassed by your numskull.
