The recording effect matters: HMICFRS independently assessed police-recorded crime in the UK as having risen from 80.5% in 2014 to 94.8% – meaning increases in crime in London may be partly due to improvements in recording rather than an actual increase in crime experienced .
Housing: the clearest disappointment
This is where Khan’s record is weakest on his own terms. He pledged ambitious housing targets – delivery has consistently fallen short. He hasn’t yet succeeded in getting enough homes built . London housing affordability has worsened over the decade. Rent rose dramatically. Average house price to earnings ratio in London is now extreme. He’ll cite planning powers held by central government and boroughs – fair, but not a complete defense.
Transport: probably his strongest record
•Elizabeth Line (Crossrail) opened in 2022 – now London’s busiest rail line, transformative for east-west travel
•Hopper bus fare introduced (unlimited bus changes within an hour)
•Night Tube expanded
•Cycle lane network significantly expanded (controversial, but real)
•The Tube and bus network operationally weaker on reliability than in 2016, partly due to government funding squeezes during COVID
Air quality and ULEZ: high-conviction, high-cost
•Ultra Low Emission Zone introduced (2019), expanded (2021), and London-wide (2023)
•Measurable improvement in NO2 levels in central and inner London
•Significant political cost in outer London – polarised the city, contributed to Tory gains in 2024 general election in outer London seats
•His clearest signature policy: some of the strongest air-quality regulations in any city
Policing and the Met
The Casey Review (2023) found the Met institutionally racist, misogynist, and homophobic. Trust in the Met is at historic lows. Khan didn’t cause this – the Sarah Everard case, Stephen Port investigation failures, Daniel Morgan, and decades of structural problems predate him – but he holds the Police and Crime Commissioner role and the Commissioner answers to him. The replacement of Cressida Dick with Mark Rowley happened under his watch. Officer numbers fluctuated with central government funding.
Cultural and political profile
He became a global figure – pro-Remain voice during Brexit, public clash with Trump in both terms, climate leadership through C40 cities, knighthood in 2024. Critics see this as distraction from London-specific delivery; supporters see it as London punching at its weight as a global city. Both views are defensible.
The honest verdict
Things genuinely got better: homicide, youth violence, violent crime with injury, transport infrastructure, air quality.
Things genuinely got worse: housing affordability, theft from person, shoplifting, perceptions of street safety, Met trust.
Things that are mixed or driven by external forces: overall economy, knife crime (rose then fell), retail vitality, post-COVID central London.
