Sri Lanka has GDP per capital 65% higher than India, yet its cost of living index is also significantly higher.

Profit-generating East Coast (Odisha), South East Central (Chhattisgarh), and West Central (MP) zones will not need state Govt. support.
Loss-making Southern Zone (Tamil Nadu/Kerala) will require their own state Govt budget support.
@MinaketanMishr3 Yes, my point was on quantification. By definition corruption exists in USA and many developed countries too, but its not the same scale/level compare with India or some other countries in Africa.
For common man’s need in India local level corruption is higher than state level than national level.
Most central institutions are relatively less corrupt and more professionally efficient than state institutions. But not much thoughts are given in this aspect!
