You may have seen an extract of my video on linking NIN to economic activities as a means of collecting data and intelligence to expand the tax net.
Expectedly the video elicited mixed reactions so I am sharing the full version for context and balance.
In summary, my key messages are:
1. Nigeria has low revenue with a myriad of multiple taxes despite many people paying so much both formal and informal taxes while some underpay or evade their taxes altogether.
2. At the heart of the problem is the social contract, which is broken, resulting in poor tax culture and low tax morale.
3. This problem is worsened by an overly complex tax system, incommensurable fiscal exchange and little or no accountability for revenue collected and its utilisation.
4. To address one side of the social contract, we need to close the tax compliance gap especially by using technology for tax intelligence to curb evasion. Being in the tax net doesn’t mean you must pay taxes if exemption thresholds are properly designed so that we do not tax poverty. In fact, the system can be used to identify vulnerable people that are eligible for conditional cash transfers in a manner less susceptible to fraud.
5. Curbing tax evasion is not just about raising revenue for the government. It is ensuring that people who pay their taxes are not disadvantaged while evaders are rewarded. Imagine being in a business and you pay your taxes correctly but your competitor doesn’t hence making you uncompetitive and may eventually price you out of the business. So, addressing tax evasion is critical for a fair and just society.
6. Government also needs to improve collection efficiency, simplify compliance and improve policy coordination.
7. The other side of the social contract can be addressed by providing adequate fiscal exchange for taxes paid with particular focus on addressing multidimensional poverty.
8. Government agencies and public officers must lead by example, to be compliant, transparent and accountable.
9. We need to stop wasteful spending including unproductive tax waivers, tackle contract inflation, curb informal taxes by non state actors, harmonise multiple taxes, and streamline revenue collection agencies.
10. And don’t overtax the people! For instance government needs to suspend the recent VAT imposition on diesel in view of petrol subsidy removal to cushion the impact of rising prices.
